Working with customers, service providers and vendors, and
support for utility service needs, along with assisting with bookkeeping of GL, AR, and AP needs. Pay commensurate with
background and experience upon joining. Pay is hourly wage based starting around $22 per hour or $45,000 annually.

Controller – Village of Hyde Park Electric Department

The Controller is a key member of the Village of Hyde Park Electric Department’s management team and is responsible for all financial, accounting, and regulatory functions of the municipal electric utility. This position ensures accurate financial reporting, maintains compliance with Vermont Public Utility Commission (PUC) and federal requirements, and provides financial leadership to support the Village Trustees, General Manager, and operational staff. The Controller plays a central role in budgeting, rate analysis, power cost tracking, and long-term financial planning for a small but complex public power utility. Essential Responsibilities Financial Management & Reporting • Maintain the general ledger, chart of accounts, and monthly closing process in accordance with FERC and GASB standards. • Prepare monthly financial statements for the General Manager and Village Trustees. • Oversee annual audit preparation and serve as the primary contact for external auditors. • Manage cash flow, bank reconciliations, investment tracking, and internal controls. Regulatory Compliance • Prepare and submit all required state and federal reports, including PUC filings, Department of Public Service reports, and energy regulatory submissions. • Ensure compliance with municipal financial policies, procurement rules, and public records requirements. • Coordinate with VPPSA on power supply accounting, regulatory filings, and cost-of-service data. Budgeting & Forecasting • Lead development of the annual operating and capital budgets for the Electric Department. • Monitor budget performance and provide monthly variance analysis. • Prepare multi-year financial projections, rate-impact modeling, and long-term capital planning tools. Billing, Payroll & AP/AR Oversight • Oversee customer billing processes, revenue accounting, and collections in coordination with the Village Clerk’s Office. • Supervise accounts payable, accounts receivable, and payroll functions. • Maintain proper segregation of duties and internal controls appropriate for a small municipal utility. Operational & Strategic Support • Provide financial analysis for capital projects, system upgrades, and power supply decisions. • Support rate case preparation, cost-of-service studies, and PUC compliance reviews. • Advise the General Manager and Trustees on financial trends, risks, and opportunities. • Assist with insurance, grant reporting, and asset management documentation. Qualifications • Bachelor’s degree in Accounting, Finance, or related field; CPA or CMA preferred. • 5+ years of progressive accounting experience; municipal or utility experience strongly preferred. • Knowledge of FERC accounting, GASB, and Vermont municipal budgeting practices. • Experience with utility billing systems, financial software, and Excel-based analysis. • Strong analytical, communication, and organizational skills. • Ability to work effectively in a small-team environment with diverse responsibilities. • Provide financial analysis for capital projects, system upgrades, and power supply decisions. • Support rate case preparation, cost-of-service studies, and PUC compliance reviews. • Advise the General Manager and Trustees on financial trends, risks, and opportunities. • Assist with insurance, grant reporting, and asset management documentation. This is a full-time position based in Hyde Park with occasional evening meetings. Competitive compensation is set in the range of $95,000 to $105,000 depending on qualifications and experience.
